At approximately 1030, three Primary Workers respond to a PPA alarm in the programs area. Upon arrival, they observe an obese offender assaulting the correctional programs officer. The three Primary Workers manage to pull the offender away from the staff member and use physical handling in order to gain compliance which results in the offender and officers having a physical confrontation on the floor. For several minutes, the three Primary Workers struggle to gain control of the offender who is actively resisting. The officers have difficulty controlling the offender in a face down position because of her large abdomen and because she is not following their verbal orders. Two Primary Workers finally manage to position their combined weight on top of the offender’s upper body and hold her in the prone position. The third officer applies a straight arm bar control on one of the offender’s arms however; she continues to struggle as she is hand cuffed behind her back. By the time the offender was cuffed, both officers and the offender were short of breath. As the officers felt they now had physical control of the offender, one of the Primary Workers got off the offender’s back and began to assist other responding officers clear the area of other offenders. Suddenly, the offender began to kick her legs again. The Primary Worker, who was still resting her weight in the middle of the offender’s back, shifted so more of her weight was on top of the offender’s back in an attempt to stop her from being physically uncooperative. In short gasps, the offender said, "get off
….. me you … pig." When the officer did not get off, the offender began to use her legs to try to dislodge the officer. Another Primary Worker quickly scooped up the offender’s legs, criss-crossed them and leaned her body weight forward so that the offender’s crossed legs were pinned to her buttocks. The offender ceased struggling and appeared to completely relax. The officers held their positions for the next several minutes while waiting for direction it was clear to escort the restrained offender to the segregation unit
