you examine them.

If you start at 30 and go down, the first 10 composite numbers you
encounter are  30,  28,  27,  26,  25,  24,  22,  21,  20,  and  18.

If you start at zero and go up, then the first 10 are 
4,  6,  8,  9,  10,  12,  14,  15,  16,  and  18 .

(I'm not sure how ' 1 ' and ' 2 ' are classified.)
