Lincoln’s plan was to forgive and to forget what the southern states did, in his opinion the union was more important than punishing the south states for the civil war. But many congressmen thought this plan as too soft and a stricter plan was proposed by Senador Benjamin F. Wade with the Wade-Davis Bill in February 1864. The Congress passed the bill but Lincoln chose not to sign it, after his death an even more strict bill passed.
