The one further happened earlier (this is something about Einstein's relativity, a consequence of the limited light speed). If the distances are small enough ("earthly"), they are simultaneous.
If the events work simultaneously, the light from the closer one gets faster to the eye than that of the farther one. In this case, you see the closer one first. If you see them simultaneously, see the first case.
