In 1215 the monarchy realized they that the people under them had rights. By the time the 17th century rolled around the monarchs of the Stuarts had decided they could make and break laws because they were the ones that had to answer to God. This got old by the middle of the 17th century and the monarchs had to sign the Bill of Rights which gave more power to Parliament. The constitutional monarchy that is better known today began to take shape at the end of the 18th century - the beginning of the 19 th century. At this time more of the power went to the elected men of Parliament and Ministers in the Cabinet.
