Are the verb tenses in the sentence consistent, or do they shift unnecessarily?

Yesterday during the storm, the wind blows hard, and it knocked down the fence.

Answer :

the verb tenses shift. The sentence is talking about yesterday, so the past tense should be used consistently. However, the sentence uses "blows" instead of the past tense for blow, blew. So, the tenses are shifting between the present and past, even though the sentence is about the past. 

It would be like saying: last week,  i finished my homework and will play tennis. 

"will play" is inconsistent with the past tense, but "finished" is correct.
