There was a shortage of laborers, and the South needed as many workers as possible. The economy was mainly agricultural and needed many people to work in the fields. Well South depended on slavery for life. They needed somone to pick cotton (cotton was very inportant in the South) they needed someone to labor and so on. They also thought that black people who were slaves, where a lower class group of people.
