They lose water when the Sun and wind, lift tiny particules of moisture from the ocean surface. These invisible particles of water vapor mix with the air. If the air cools, vapor particles join up as water droplets that form clouds. 
The Ocean loses water due to Evaporation mostly but can be because of wind, dirt, and soil sweeping it onto land.
