The major challenge that the framers faced when setting out to write the Constitution was to create a document and a system of government that could be inclusive of all of the perspectives and viewpoints of the delegates and states involved in the convention. For fear of more conflict amongst the states it was necessary to work to create a document that would be a grand compromise of the many competing views.

The Framers were suspicious of a government that might take away people's freedoms or supports several organizations. At the same time, they recognized that the country required a powerful administration than the Articles of Confederation had given. Their aim was to set a limited command, in which the authorities of government are rigorously determined. A restricted administration has only those authorities that are given to it by the personalities.

The significant difficulty that the framers encountered when placing out to address the Constitution was to generate a document and a system of government that could be comprehensive of all of the aspects and perspectives of the representatives and states associated in the convention. For the concern of more dispute amongst the states, it was essential to serve to generate a document that would be an excellent agreement of the many contending prospects.
