a.    Cost=7(Number of People)+35          or y=7x+35
b.   11x<7x+35
c.   Subtract 7x from both sides: 4x<35
d. Divide both sides by 4: x< 8.75 people.  This means that if the number of lunches ordered is 8 or less, Larry's Lunches will be cheaper.  However, if the number of lunches ordered is 9 or more, Donna's Deli will be cheaper.  Thus, for an order of 10 lunches, Donna's Deli would charge less.
